As long as a black market is artificially created via criminalizing a product that is in high and constant demand, someone will always fill the vacuum. As soon as you take out one person or organization (cartel), there are 1000 more waiting in line to step in to fill the void. You might as well make gravity illegal and then fight to enforce it by prosecuting falling rocks! The war on drugs is unwinnable and a farce.
