I think the reasons are more nefarious. I think the eugenicists are making designer viruses. Viruses that only effect certain "undesirable" races. Viruses that will wipe the earth of all but a few pre-vaccinated elites, who believe themselves to be "higher" than the rest of us. The bio labs have been exposed.
