I was in Miami for the first time this last spring. It is a culturally fascinating and diverse city. If this is all being done with private investment, I think it sounds like a fabulous development use case. Also, this isn't Miami's "biggest public park" (maybe technically it is). It is an underutilized golf course in a city full of golf courses.
