Neurology alone cannot explain human behavior, and so reduction to physiology is an incomplete explanation of human behavior. The reason why is simple: context. The context of a behavior influences our interpretation of a given neural signal. Without realizing that the amygdala becomes active in situations that are dangerous or traumatic, we would have only a neural pattern without its input. The input of environmental information influences how we interpret the pattern which flows throughout the brain as a result of that information. Thus, a more holistic approach is required to explain the behavior. Observation of causation cannot be arbitrarily cut off at some specific level; causation is not isolated.
