It has by far the most homeless people (in absolute numbers), but the rate per capita is now higher in HI/NY. CA has the highest cost of living adjusted poverty rate, the highest top income tax & state sales tax rates, 2nd-lowest homeownership, high out-migration, high teacher salaries, and notable building/fee costs.
