That's a Hairy Blenny (Labrisomus nuchipinnis), also "fluffy fish". It has "hairy" feelers called cirri above its eyes & on its neck, which help it blend in with its reef environment. Master of camouflage, utilizes ambush hunting tactics. They are typically found in shallow tropical reefs.
