i looked this over and have concluded that it is most likely insurance driven. consider all the 'outbreaks' of listeria and e.coli recently. in court the store could say they've done all they could do to prevent food-borne illness. personally, i kind of like the idea. after watching some peoples manhandle every piece of food on the shelf before picking up one, a little chlorine might be helpful.
