Burlington Coat Factory shooting is a justified shoot, in my humble opinion. However, the officer may be found reckless of killing the 14 year-old girl. To my knowledge the officer is a poc, so that may factor into a DA's political decision to prosecute. Civil liability in this case would fall to the policies of the City of Los Angeles.
