I am writing to file a human trafficking complaint against local law enforcement, local prosecutors and the City of Amarillo. I will explain.

A few years ago a reporter did a story about rape kits that were gathering dust at the Amarillo Police Department (APD) without being tested and without a prirority being placed on catching sexual predators.

Then came a book by retired APD Captain Milton Pool, Cops Are People Too. In the book, Captain Pool brags about using his uniform to pursue attractive women. More disturbingly, he brags about patrolmen getting oral sex in the back of patrol cars from strippers. But the most disturbing things in the book are that he brags about fellow police officers taking a prostitute to an abandon building and threatening to lynch her unless she gave them the information they wanted AND he brags about his buddy on the police force raping his children's underage babysitter..

I don't know what's more disturbing, that Captain Pool thinks these actions make police more relatable or the fact that local media and even a preacher celebrated the book. Longtime Amarillo Globe news columnist Jon Mark Beilue wrote a glowing review of the book. The publisher of Mi Revizta, Fernando Ballin bragged that he was friends with Captain Pool. A preacher went to a Amarillo City Council meeting and extolled the book.

Then there is the well-publicized case of Stanley and Wendy Marsh. Rumors circulated about this wealthy couple for years about their activities as sexual predators. It wasn't until a couple of Houston attorney's got involved that they extent of their crimes against young adults and minors became known. Both were accused of human trafficking, among other things. Both went to their graves without having to ever answer for their heinous crimes.

When I recently asked a local APD Supervisor who told me that he used to work to pursue predators of children, why Stanley Marsh was never pursued, he flatly told me it was because of he was wealthy.

Even after their deaths, Stanley Marsh and Wendy Marsh remain celebrated by the City. The obituary for Wendy Marsh never mentioned the heinous crimes of which she was accused. The City of Amarillo used a art project popularized by Stanley Marsh for a summer kids program. I also overheard a local official discussing ways to promote Cadillac Ranch, another Stanley Marsh project, to promote tourism. Obviously the city does not take human trafficking seriously and is even helping to groom more victims by normalizing the behavior.

Which brings me to the most recent outrage. I recently gave an interview to a reporter in which I relayed my conversation with the APD supervisor about Stanley Marsh. I publicized the fact that I had spoken to that reporter and the interview that I gave. Shortly after I did so, another apparent wealthy long-time predator was arrested on a 20-year-old warrant, according to a news report. Here's the thing, the complaints against this predator had been widely known. It at least one instance, it was even publicized. And with the incident in question being 20 years old, obviously police and prosecutors new about this case.

But that did not stop the city from allowing this predator to open a youth center. In fact, not only did the City allow it, but they promoted it AND HELPED THE PREDATOR OBTAIN FEDERAL FUNDS TO OPEN THE CENTER, thus becoming active participants in providing potential victims to the predator and once again normalizing child predation. Local media even promoted the center run by the known predator.

Obviously there is a problem in the City of Amarillo. From law enforcement, to prosecutors to City officials to the media......all have engaged in normalizing human trafficking by wealth and/or powerful individuals. All involved need to be investigated for the promotion of human trafficking.

Two more items that come to mind after I wrote the above:

Just recalled one more detail I'll be adding to my complaint. While pedophile Stanley Marsh was abusing and providing durgs to children and young adults and being protected by local law enforcement, his wife Wendy Marsh, also an accused human trafficker, was affiliated with the Downtown Women's Center that was being run by the wife of the Assistant Police Chief. And I assume that the DWC caters to abuse women. What a fucking farce.
