According to the UAE Law, those who want to stay in UAE for employment purpose or applying for a family Visa, etc. have to get his or her certificate attested from the Foreign Ministry from UAE.
For example, a person is moving to UAE from India then one has to get all his/her required certificates attested from the respective country (Home Department, Education and the Ministry of External Affairs (MEA) and then we have to submit the attested certificates to the UAE embassy in Delhi. These are done in a chain process one after other.
After completing these four steps of attestation from the home country, the next and the last step after which documents become legal to use in UAE is MOFA Attestation. Once you are done with the attestations from your home country, you need to approach the MOFA- Ministry of Foreign Affairs, UAE.

Procedure for attestation of certificates for UAE
Any important documents you bring with you have to be attested if they are to be used for any part of your visa process. For example to sponsor your wife you will have to get your marriage certificates attested – for employment VISA you will have to attest your highest qualified certificate attested.

Birth Certificate Attestation for UAE residence visa
Birth Certificate Attestation in UAE is required in order kids residence visa in UAE. This attestation also confirms that the specified birth certificate has been issued by that mentioned department along with Seal and signature which states that the particular birth certificate is authentic.
UAE Birth Certificate Attestation Procedure
UAE Birth Certificate Attestation can be done from the issued country of the certificate. For using the certificate in UAE, the certificate should be attested from the concerned Home department / MEA & corresponding Embassy of the country to which the certificate holder plans to go.
