The people of Hong Kong persist still in their bid for democracy and, ultimately, independence. While the #protests have been remarkable for their restraint and avoidance of widespread property damage, looting, and casualties, they are becoming increasingly violent. They are also becoming more sophisticated, as groups of protesters move through the city staging caches of bricks and similar projectiles to aid in the running battles the protests have become. This is an Asian intifada. This is insurrection--and a bid for freedom. It is this reality that informs Ford's 1970 assessment that grounds for impeachment was whatever a majority of the House decided--an assessment which is pragmatically accurate but conceptually facile. The House has to vote articles of impeachment; each Representative must declare their position, for which the voters may later punish by voting them out of office. Likewise, Senators have to declare themselves whether to convict or acquit. Thus, grounds for impeachment are, Constitutionally speaking, those for which members of Congress are willing to risk their standing among their constituents. If impeachment is going to cost Democrats the House, their Constitutional obligation is to refrain.
