In Minnesota, they allow a registered voter to vouch for up to 8 individuals who are NOT registered - and presumably NOT CITIZENS - who then can vote as well. NO ONE HAS TO PRESENT AN ID AT ANY POINT! Not even the guy who is vouching for the others.
