Politicians in office usually get paid by the government. Politicians before getting into office get paid by their sponsors for whom they go into politics. Politicians after having been in office get paid by the interest groups to whom they were the most generous. The interest of the people who elected the politician are usually not that important not to speak of the neccessities of government. Some things just need to be done in politics as well if politicians like that and so the public good comes last in their personal venture in public office.
Assuming that things can always be broken down to the level of money, one solution could be to reward politicians for objectives they accomplish. For example to reduce the number of people living from social security, or perhaps the running costs of the government. Since you as a tax payser has to pay for these things effectively anyway, you wouldn't have to pay a single extra cent. The difference between paying for public expenses and paying an extra reward to a politician is just that he makes sure the expense goes away, hence, you only have to pay the reward once.
These rewards could be paid for all sorts of public expenses. Education, public order, waste management, infrastructure, investments, culture - everything with a Dollar sign on it and that is in the public books. The size of the reward is simply the amount they save or make a profit for the public. It would be a win-win for everyone: The public hand, the politician in charge and you, the tax payer.
Because, why not providing the government with a service for free that the goverment wants to offer anyway. After all, it is your money they spend and you have no control over it. This only leads to inefficiencies - aka a higher tax bill than necessary. So, why not setting up a fund which collects tax-deductible donations and then you build the road, or run the school or the hospital or the firestation.
Given these basically simple ways out of the trap of corruption and inefficiency, I always have a bit the feeling that small-government activists, Conservatives and Liberatirans are a bit lazy. They could fix these problems themselves and they could offer rewards for politicians who get done what they would like to get done. Since all of that is even tax-deductible, if they do it the right way, they wouldn't have to pay a single cent more than they already do.
