The 1993 Clinton health care plan known officially as the Health Security Act  (Hillarycare) was a healthcare reform package proposed by the administration of President Bill Clinton that was associated with the chair of the task force devising the plan, First Lady of the United States Clinton. It was never passed into federal law but certain aspects of it relating to children were eventually passed and other aspects of it were implemented at the local level via state and county initiatives 

The Affordable Care Act is Obama's revision of the Health Security Act .

President Trump's repeal and rewrite of the Affordable  Care Act will look very much like the Health  Security Act of 1993 albeit stamped with a Republican Party  rubber-stamp of approval. The only reason it wasn't passed in 1993 is because it wasn't authored by a Republican.

We were set-up. The Affordable Care Act was never meant to succeed. It was meant to yield to a revisionment back into the 1993 Health Security Act.
