NYC only lets dogs on the train if they're in a container, so owners got creative

A new New York City rule states that “no person may bring any animal on or into any conveyance or facility unless enclosed in a container.”  It's caused a bit of a stir, as many people were used to bringing their animals on the train.  Fortunately, people are creative and these dog owners have found a way to bypass the law.

Dog owners are carrying their pets around in bags, partly meeting the requirement of an enclosed container.  Technically it's an open container, but the dogs are still contained.
