A Muslim speaker for the Ministry of Justice - so speaking as an authority figure - could express vile antisemitism without any is not charged:

Charges against Muslims shouting that they want to rape Jewish women while driving through London are dropped... but it's not a 2 tiers justice system.

They do require a special task force to go after people who "annoy" Muslims...

You get prison sentences for ham & mean words

Rape and pedophilia are not punished
