Hong Kong vehicles can't use it because Hong Kong license plates can't go to Mainland China and Macau.
Macau vehicles can't use it because Macau license plates can't go to Mainland China and Hong Kong.
Only vehicles with Mainland China, Hong Kong and Macau licence plates can use it and there are hardly any vehicles that have all 3 sets of licence plates.

Governments don't have to worry about trifles as "what will this $20 billion expense be good for?", they can waste tax payer money without personal or structural consequences.

I just feel sorry for all the workers and engineers who did a brilliant job and all the Chinese citizens who were ripped off again by their totally incompetent leadership.
There is no conflict between the Chinese people and the rest of the world. There is a conflict between governments of the world and their citizens. We are all getting the short end of the stick so a parasitic class of politicians and bureaucrats can live it up.
