City Council - Board of Supervisors - State Legislature - Congress - Change the Rules

Please notice I said "change the rules" not the law.  This simple proposal needs to the rule not the law.   The rule governs how we manage, how we operate, and it should follow the law.   I'm sure the law enables Law Enforcement to act as it did with General Flynn.   Now is the time to change the rules so that Law Enforcement won't do that any more.   

Proposed Rule Change:   Law enforcement agencies under our jurisdiction will not create situations for citizens to break the law in order to arrest, indict and convict them.
