The legislation would prohibit any police agency or police officer from acquiring, possessing, accessing, installing, activating, or using any biometric surveillance system including facial recognition. It would also bar the use of any biometric information or surveillance information derived from the use of a biometric surveillance system by any other entity. Provisions in the bill would also allow for individuals to seek damages for the violation of the law.

A bill filed in the Alaska House for the 2022 legislative session would ban state and local enforcement of a federal COVID-19 vaccine mandate, an important first step to nullify it in practice and effect.
Rep. David Eastman (R) introduced House Bill 262 (HB262) on Jan. 7. The legislation would ban the use of any state or municipal agency asset to implement or aid in the implementation of any presidential order, a federal regulation, or a law enacted by Congress that mandates a person be vaccinated against COVID-19.
The bill would also prohibit state enforcement of any presidential executive order, federal regulation, or federal law that “infringes on a person’s right to move freely in the state.”
In effect, the passage of HB262 would prohibit any state enforcement of such a federal coronavirus vaccine mandate or vaccine passport.

The legislation would help block the use of cell-site simulators, commonly known as “stingrays.” These devices essentially spoof cell phone towers, tricking any device within range into connecting to the stingray instead of the tower, allowing law enforcement to sweep up communications content, as well as locate and track the person in possession of a specific phone or other electronic device.
HB519 would require law enforcement agencies to get a warrant based on probable cause before deploying a stingray to obtain the location information, stored data, or transmitted data of a communications device in most situations.
