It is common knowledge that the smart and intelligent people in society rarely become cops, however, this is a whole new level of incompetence. Lucky for us this cop caught himself breaking the law.

Yes, he shouldn't have been laying in the road after being shot but in that same sentiment, the officer should have been much more aware of her surroundings, especially when responding to a call.
