The Institute for Pure and Applied Knowledge did a study on the legality and scientific integrity on the CDC's March 24th, 2020 guidance it enacted exclusively for the reporting of COVID-19 cases and fatalities. This study does suggest that the CDC knowingly violated information integrity standards outlines in both the Information Quality Act (Section 515 of Public law 106-554) and Paperwork Reduction Act (44 U.S.C Sec. 3501-3521 at el, PL 96-511 94 Stat. 2812) as well as federal regulatory oversight procedures that congress has vested with the Office of Management and Budget along with, the requirements that any policy change proposals be submitted to the Federal Register for a 60-day minimum period for public comments and scientific peer review.
