Covid-19 cases rose together in Minnesota and its neighbors, and they are falling together too

Whatever policy the state government pursues, we see the same pattern in the rate of new cases in Minnesota and each of its neighbors: a marked upward surge between mid-August and mid-September rising to peaks in mid-November, before falling away quite rapidly up to the present.
