EVACUATION OF TERRORISTS from one city to another. So they could rape and pillage more of his own country and bomb and mutilate more of his nation's children. Makes perfect sense. Especially taking into account Putin's/Trump's/etc constant blabbering about NOT negotiating with terrorists.
