Switzerland has a rotating presidency, i.e. every year, one of the 7 federal counsels is appointed as president, on a rotating bases. It's a purely pro-forma title for official events, such as this one. It doesn't confer any additional powers.
I personally met Parmelin about 10 years ago at a dinner and chatted with him. His only qualification for the job is that he's from Canton de Vaud (one of the Swiss French cantons) for the party UDC/SVP, which is the largest party of Switzerland. UDC is mostly classical liberal, but it still has a minority of members who are from the old agricultural / traditional days of the party - Parmelin is from that party faction.
I'm surprised that they picked the Hotel du Parc des Eaux Vives. I mean it's ok, but they definitely had to renovate it substantially to make it fit for major events... last time I had dinner there, the cuisine was excellent, but the dining room was really not fabulous.

There was no violence - the Capitol police allowed the demonstrators to enter the Capital. There's ample video evidence of that.
The CNN report on the event is absolutely hilarious - they make it sound like it was an extremely positive meeting for Biden, when in fact it was a train wreck.

The hilarious part is that a US reporter asks Putin about the suppression of a voter organization, but she would never ask Biden (or Obama, when he used the IRS against all conservative voter organizations) about doing the same in the US...
