There's a lot to untangle here.

First, no one and no organization should want or be able to access "federal grant money".

Federal grant money is money obtained by the government through the theft of income, property, and sale tax. Period.

Federal grant money represents the federal government's involvement where it doesn't belong, ie. business, education, the home, science ... basically, anything other than national defense is where the government doesn't belong.

Second, because federal grant money is "the commons" the federal government has the responsibility of regulating where, why, and how the money gets used because, wait for it, it's a limited resource.

Please, for the love of God, take the time to read The Tragedy of the Commons.

Where the government gives The Commons the government now exerts a certain level of control.

For the love of all that is true, if this country had spent any time fostering education in economics we wouldn't have the entitled dissatisfaction present in every area of American culture.

LISTEN, no one, in any system, gets what they want, the way they want it all the time, but if commie socialism is the way we're headed, get used to the government being the setters of limits. It is a top-down system. When all the money and resources go to the top for redistribution, the top decides where it goes, not you. Capitalism in a bottom-up system. When the bottom keeps its money and resources, the bottom decides whether or not to keep or spread out horizontally and/or vertically, individually or by joining resources collectively in voluntary partnerships. That's economics 101 ... gah.

Socialism/communism leads to tremendous control over the individual's resources and outcomes. Capitalism leads to an individual hitting their own limitations and having to accept the resulting outcome. Neither provides everyone's wants or needs. The difference between them is who has control over the process. 

So, can the federal government withhold grant money from institutions that allow for medical marijuana? YES. It can and it will continue to because that's the system you asshats want. You want federal and state money (taxpayer thieved resources) to pay for fucking everything. You want "free" this and that and the other thing because you think it's owed you, you think you have a right to it so, you've given the government the right to steal everyone's resources and reallocate them to what, of necessity, is the government's idea of "priority" ... NOT YOUR IDEA of what's important.

This single factor is the problem behind our divided country. Instead of individuals and small groups of people deciding what's important to them and where their resources should go, we now fight tooth and nail to get control of the government for what our group feels is the priority for the resources and, resultingly, of necessity, we have to hate each other. We have to because one group will win and force its will on the other. Where force is involved, I hate the one who is forcing on me what I don't want, and you do too.

So, it sucks that the fed is withholding resources from institutions that are experimentally trying something it doesn't approve, challenging what it already knows works, but the government is where all the "authorities" are found. Where all the "experts" gather and decide what works and what doesn't, remember? We all have to follow the "science" whether it be hard, soft, or not science at all, but mathematical statistics. Those limited resources leave no room for experimental methods outside of what "we" already know works. Not to even mention the aversion our government has to promoting things that are outside the well established and entrenched systems of control over outcomes it is already invested in. I mean, the systemically established and authoritative field of psychology knows nothing of marijuana benefits and, why should it care when it already has it's own "proven" methods of reaching an outcome? Follow the science, losers.

So, suck it up buttercups. You're getting what you asked for. You want education "grants", you get what comes with them because education isn't the only arena of American life sitting at the feet of the all mighty government begging for a piece of the pie. So, sorry, but we have a climate to stop from changing, and there's that neighbor who needs "free" cancer treatment, the tranny who needs a "free" sex change, the neighborhood kids who need "free" lunch, and the guy across town who needs "free" wifi in order to get and keep a job, and the government already knows that Ritalin and Prozac work just fine. The government doesn't care about what you think is worth resources and that you don't like what it decides to do with what it stole from you.
