For the most part, the state laws and federal laws (United States Code) define what activity is criminal. Sometimes, certain activity will violate sections of the state criminal laws as well as the federal criminal laws. For example, mortgage fraud is a crime under both state law and federal laws.
There are three main differences between state and federal crimes:
- Usually, federal crimes carry harsher sentences than state crimes. Any prison time will be served in a federal prison, rather than a state prison, which means that you will go to a prison which is not located in all states
- Federal crimes are investigated by government agencies. Some examples of investigating agencies include the Drug Enforcement Agency (DEA) or the Federal Bureau of Investigation (FBI).
- Federal crimes are handled in federal court with federal judges, while state crimes are handled in state court with state judges. The government will be represented by the Department of Justice, which handles court cases that have been referred from the investigating agencies. The prosecutor is referred to as the “US Attorney.”

Actus Rea(Action) Ruby repeated scanning of the same ballots which entered a State database in TIFF form, disinfranchised Citizens of that State Georgia who completed the process in accordance with the Laws of that State in the Republic.
Mense Rea(Mind) it had to be known that "every Vote Counts" so the repeated input of those same votes would have an effect that the person desired it to have, evidence of this is seen on Ruby's video and social media through her own words recorded by Ruby.
Verification of containers can be obtained through the chain of custody, the process for those containers to get to that room? (would need that evidence).
Database Verification can be made via the TIFF scanned line entries used in conjunction with timestamp on video with the center, and even the input device number, once given access and there were seen 5 devices for input so the choices for many could be seen in the database; which would or could lead to other crimes. Review of that would and could confirm even more Crimes.
Numbers Wise without a normal distribution pattern as seen in voting would only heighten the confirmation of the crime when compared to other counties of the State.
Ruby was an Employee of the State as confirmed by TV interview as employee's were required to stay and continue counting from the official in charge of the office and phone conversation that he stated Mark had received.
